What link? It's an attachement. If you can't download it - you have problem with your browser / internet connection. Use Firefox and try again.

Why do you use IDM? Use normal download manager built in Firefox. It's working, seriously

No, i can't. Attachement download is working good. Current Firefox, no download accelerators, slow internet connection and voila:
